An update to a change order locked for editing that does not unlock it. 409. Nothing is written.

The API answers with a problem document (RFC 9457) whose type is https://twinn.engineering/errors/change-order-locked, and with X-Error-Code: CHANGE_ORDER_LOCKED. Branch on the code, never on the detail text.
